1. Death Without Benefits: Unemployment Insurance, Re-Employment, and the Spread of Covid

They find that state-level reductions in unemployment benefits both increased the likelihood of re-employment and reduced the time to re-employment, but also resulted in increased COVID cases, hospitalizations, and deaths.”

   During a pandemic, unemployment insurance (UI) may have externalities for health. Studying variation across states in UI benefit cuts during summer 2021, using longitudinally linked Current Population Survey data, and controlling for individual and state characteristics, we find that unemployment-employment transitions rise 10 percentage points (42 percent of the untreated mean) in treated states that cut UI early, relative to states maintaining higher benefits. Estimates of hazards and censored regressions imply a benefit elasticity of unemployment duration of 0.5-0.7. Using an instrumental variables strategy, we find sharp covid rises in states with higher re-employment rates because of the UI cuts: case, hospitalization, and death rates are all estimated to more than double. Consistent with a causal interpretation, the differences between treated and other states in re-employment and covid outcomes are negligible prior to treatment, diverge simultaneously with the policy change, and reconverge quickly after the end of the policy difference. Results are robust to controlling for other relevant factors and policies. We estimate that additional wages of \1.1bln received by re-employed workers offset only one-eighth of the UI losses, and, even from a government budget perspective, UI savings are more than offset by increased hospitalization costs of \14.8bln. Increases in illness-related losses in work time can be valued at $1.5bln. Beyond the monetary and morbidity costs of the UI cuts, we estimate additional deaths at 27,000. The results suggest an important role for UI during infectious stages of pandemics that should be considered for future policy design.

1. Promoting public health with blunt instruments: evidence from vaccine mandates

   We study the effect of mandates requiring COVID-19 vaccination among healthcare industry workers adopted in 2021 in the United States. There are long-standing worker shortages in the U.S. healthcare industry, pre-dating the COVID-19 pandemic. The impact of COVID-19 vaccine mandates on shortages is ex ante ambiguous. If mandates increase perceived safety of the healthcare industry, marginal workers may be drawn to healthcare, relaxing shortages. On the other hand, if marginal workers are vaccine hesitant or averse, then mandates may push workers away from the industry and exacerbate shortages. We combine monthly data from the Current Population Survey 2021 to 2022 with difference-in-differences methods to study the effects of state vaccine mandates on the probability of working in healthcare, and on employment transitions into and out of the industry. Our findings suggest that vaccine mandates may worsen healthcare workforce shortages: following adoption of a state-level mandate, the probability of working in the healthcare industry declines by 6 %. Effects are larger among workers in healthcare specific occupations, who leave the industry at higher rates in response to mandates and are slower to be replaced than workers in non-healthcare occupations. Findings suggest trade-offs faced by health policymakers seeking to achieve multiple health objectives.

1. Educational Tourism and School Trips: Smart Applications to Facilitate Field Trips in South Korea

   In order to raise the awareness of educational tourism and revitalize Korean domestic tourism, this study proposes that high-quality, systematic, and engaging educational tour programs accessible to a wider audience. This study consists of two parts. The first part explores two databases that link the elementary school curriculum with domestic tourist sites in South Korea and smart device apps based on the educational content of government-approved textbooks. The second part presents post analyses to test the effectiveness of these apps. The results from the post analyses all confirmed that the edu-tour apps are useful for both education and travel, with the participants expressing their willingness to use them in the future. The edu-tour databases and apps developed in this study can contribute to the reinvigoration of educational tourism in South Korea. This study presents educational tourism databases and apps previously not available to Korean students and tourists and evaluates their possible usefulness in the tourism industry in Korea.

1. Design and Application of Korean Economic History Education Program Using Project-Based Learning

   우리 중등교육과정에서 경제사에 대한 교육은 다양한 경제학 개념을 역사적 맥락에서 실증적으로 학습하고, 올바른 의사결정력을 함양할 수 있게 돕는다는 점에서 경제교육의 목적에 부합함에도 불구하고 중요하게 다루어지고 있지 않고 있는 실정이다. 이러한 문제의식에서 본 연구는 한국 근현대 경제사에 대한 세가지 PBL 프로그램을 개발하고 시범 교육을 실시하여 그 결과를 분석하였다. 농지개혁 홍보물 작성, 대한민국경제발전관 큐레이터 되기, 중화학공업의 인물 자서전 쓰기로 이루어진 PBL 프로그램은 한국경제발전사의 중요한 사건들에 대해 학습자들이 프로젝트를 해결하면서 주체적으로 학습할 수 있게 하였다. 또한 읽기 자료를 개발하여 교수자 및 학습자가 심화 학습을 할 수 있도록 하였다. 중화학공업의 인물 자서전 쓰기 프로그램에 대해 사범대학 학생들을 대상으로 시범 교육을 실시한 결과, 프로그램의 적절성, 실용성, 지식습득, 흥미, 활용의향에 대하여 높은 만족도를 얻었다. 교사 지망 집단과 교사 미지망 집단의 만족도 또한 통계적으로 유의한 차이가 없음이 나타나 교사와 비(非)교사 모두에게 만족스러운 프로그램임을 확인하였다. 지금까지 존재하지 않았던 경제사에 대한 PBL 프로그램은 앞으로 평소 교육 현장에서도 충분한 활용가능성이 있으며 본 연구의 성과물을 바탕으로 구성주의적인 경제사 교육법에 대한 연구의 활성화가 필요하다.

1. Time Preference and Economic Decision Making in Aging: Focusing on Implications for Economics Education

   노인인구가 많아지는 우리 사회에서 노인들의 경제활동에 대한 관심이 높아지고 있으며 이에 따라 평생교육으로서 의 경제교육에 대한 관심도 높아지고 있다. 이에 따라 본 연구에서는 노인인구의 경제적 의사결정의 특성을 이해하기 위해 노인들을 대상으로 시간할인율을 측정하여 노인들의 시간선호 특징을 파악하고자 하였다. 이를 통해 노인들의 합리적 경제 생활을 위한 경제교육의 필요성에 대한 함의를 도출하고자 하였다. 노인들의 시간선호의 특징을 살펴보기 위해 60세 이상 남 녀노인 73명을 대상으로 경제실험을 실시하여 개인의 시간할인율을 측정하였다. 시간할인율은 개인의 현재지향적인 특성, 충 동성, 자기통제력 부족, 근시안적인 성향 등을 설명하는 변수이다. 연구결과 노인은 청소년과 비교하였을 때 상대적으로 낮 은 시간할인율을 보였다. 이는 청소년이 노인에 비하여 충동성이 높고 자기 통제력이 약하다는 점을 시사한다. 또한 본인의 노후시기 포함 여부 인식과 기대여명, 장애진단여부, 봉사활동 경험유무 등으로 노인집단을 구분하였을 때, 집단 간에 시간 할인율의 유의한 차이를 보였다. 본인이 노후시기에 포함되지 않는다고 인식하고 기대여명이 짧은 집단은 그렇지 않은 집단 에 비하여 시간할인율이 높았다. 또한 장애진단을 받고, 봉사활동 경험을 가진 집단은 그렇지 않은 집단에 비하여 시간할인 율이 높았다. 이상의 분석을 통해 노인경제교육을 포함한 평생경제교육 또한 미래지향적인 소비 생활을 이끌 수 있는 내용 이 포함되어야 함을 이해할 수 있었다.
